With daily media conferences from Premier Dan Andrews highlighting massive increases in cases, Victorian communities could be forgiven for wondering if this pandemic will ever end.

And whilst the reintroduction of restrictions in country Victoria, combined with the mandatory mask rule, might have people rolling their eyes, the reality is that these measures are designed to get that light at the end of the tunnel back in sight.
One statistic both Federal and State Governments will be worried about is the rate of deaths, which jumped to 147 on Tuesday after 11 more Victorian's sadly succumbed to COVID-19.
During the first wave that figure did not top 20.
Victoria recorded 439 new COVID-19 cases between Monday and Tuesday bringing the state total to 12,376 (subject to reclassifications)
There are now 6706 active cases across Victoria.
During his press briefing on Tuesday the Premier announced that fines of $4,957 could be handed out to people who were supposed to be self-isolating, but were failing to do so.
Repeated breeches could land an individual with a $20,000 fine.
He also advised that people who were required to self-isolate could no longer leave their home for exercise.

These rules were both put in place after a door-knocking exercise found more than 800 people who were supposed to be self-isolating were not at home.
In Victoria Tuesday's figures show that:
- 2159 cases may indicate community transmission
- 6706 cases are currently active in Victoria
- 456 cases of coronavirus are in hospital, including 38 in intensive care
- 5283 people have recovered from the virus
- More than 1,697,953 tests have been processed – an increase of approximately 21,000 since yesterday

Of the total cases:
- 11,319 cases are from metropolitan Melbourne, while 728 are from regional Victoria
- Total cases include 6038 men and 6193 women
- Total number of healthcare workers: 1242, active cases: 731
- There are 1186 active cases relating to aged care facilities

Cases currently linked to public housing in North Melbourne, Flemington and Carlton are as follows:
- 310 cases are residents of various public housing towers in North Melbourne and Flemington. Investigations are continuing into how these cases are linked.
- 68 cases are residents of various public housing towers in Carlton. Investigations are continuing into if and/or how these cases are linked.

Active aged care outbreaks with the highest cumulative case numbers are as follows:
- 142 cases have been linked to St Basil’s Homes for the Aged in Fawkner
- 135 cases have been linked to Epping Gardens Aged Care in Epping
- 110 cases have been linked to Kirkbrae Presbyterian Homes in Kilsyth
- 107 cases have been linked to Estia Aged Care Facility in Ardeer
- 89 cases have been linked to Estia Aged Care Facility in Heidelberg
- 65 cases have been linked to Glendale Aged Care Facility in Werribee
- 64 cases have been linked to Aurrum Aged Care in Plenty
- 64 cases have been linked to Menarock Life Aged Care Facility in Essendon
- 63 cases have been linked to Outlook Gardens Aged Care in Dandenong North
- 56 cases have been linked to BaptCare Wyndham Lodge Community in Werribee

- 74 cases have been linked to Melbourne Health Royal Park Campus
- 37 cases have been linked to Woolworths Distribution Centre Mulgrave
- 25 cases have been linked to Golden Farms Poultry in Breakwater
- 34 cases have been linked to Catholic Regional College in Sydenham
- 32 cases have been linked to the Linfox warehouse in Truganina

The department is also looking into cases linked to Golf Links Rehabilitation Centre in Frankston, Parkville Youth Justice, Hume Central Secondary College and Lilydale Lodge Supported Residential Services. More information will be available in coming days as investigations continue.
