A 40-year-old man has been charged with murder over a fatal shooting at a strip of shops in Melbourne's north, three weeks after the alleged attack.

A 33-year-old man from Broadmeadows was found hurt and lying next to a car, a red Hyundai i30, on Justin Ave at Glenroy about 4.30am on March 29. He died at the scene.
At the time, Victoria Police alleged the attack was "very targeted", and said the victim was known to officers and had a criminal record.
Homicide squad detectives said they charged the 40-year-old man from Newport in Melbourne's southwest with murder over the fatal shooting.
They also charged the man with using a firearm as a prohibited person.
The 40-year-old was due to front Melbourne Magistrates Court on Saturday, with police set to allege he knew the man who died.
Detectives arrested a second man, an 18-year-old from Campbellfield in Melbourne's north, but later released him pending further inquiries.
