The small north-eastern LGA has the 10th highest rate, per capita, of family violence incidents in Victoria, with 2802.2 incidents per 100,000 population.
It recorded 413 incidents between June 2024 and June 2025.
These figures were released by the Crime Statistics Agency on September 30.
Just down the road, Greater Shepparton sits fifth on that list with 3462 incidents per 100,000 population.
Total criminal incidents in Benalla were up 7.5 per cent since June 2024.
The most common offence in the LGA was breach family violence order, with 170 incidents between June 2024 and June 2025.
Benalla’s family violence incident rates are well above the Victorian average of 1499.6 per 100,000 population.
A category in Benalla Rural City that did see a decrease was assaults. From June 2024 to June 2025, there was 104 assaults recorded, down from 117 in the previous 12 months.
State Member for Euroa Annabelle Cleeland said the figures highlighted a worrying trend.
“Offender incidents are skyrocketing, family violence is climbing, and people no longer feel safe in their own homes,” she said.
“These aren’t just numbers, they reflect families torn apart, businesses left vulnerable, and communities living in fear.”
