The strategy was adopted at the council meeting on Wednesday, September 9.
The plan replaces two separate strategies and sets out a four-year agenda across five focus areas:
- Aspiring to reach net zero emissions by 2040/41
- Improving biodiversity
- Encouraging a circular economy
- Developing sustainable water management practices
- Supporting sustainability in our communities.
The strategy was developed over three years, drawing on community workshops held at Baddaginnie, Swanpool, Goorambat and Benalla.
Council also consulted the Full Impact Squad, a local youth group, and the Aboriginal Advisory Group.
More than 90 people attended workshops, and 96 submissions were received through online surveys.
Mayor Bernie Hearn said the strategy reflected what the community asked for.
“It’s about looking after the environment we all live in, cutting down on waste and making sure Benalla is ready for whatever the weather throws at us,” Cr Hearn said.
“We’ve listened to what our community wants, and this strategy provides a pragmatic and practical view on direction and actions over the next four years.”
Among the key initiatives is the creation of a community resilience officer role, tasked with working directly with residents to build local capacity to respond to climate impacts.
Actions will be reviewed annually alongside council’s budget process, with external funding to be sought to deliver larger initiatives and greater outcomes.
“Together, we can create a stronger, more resilient Benalla,” Cr Hearn said.
“This strategy is just the beginning, and with our community’s support, we can ensure a safer and more sustainable future for everyone.”
