Benalla Rural City, however, continues to be one of the exceptions with no new cases in the Local Government area since April, and no active cases.
In fact there are 31 Local Government areas with no active cases, and every single one of them from Benalla, to Wangaratta, to Queenscliff and Ararat, are outside of metropolitan Melbourne.
This has led to some state politicians demanding that measures are put in place to stop people from Melbourne travelling to regional Victoria.

That would, or course, have a knock-on effect of limiting the tourism dollars flowing into places like Benalla.
Which highlights the main issue governments currently have.
That being how to protect public safety while protecting the economy.
That is a balance no government across the globe has perfected as yet.

On Tuesday Victoria recorded the second highest daily increase since sine the pandemic begun with 374 cases.
That brings the total identified cases to 6316 with more than 3000 currently active.
Sadly three more deaths were recorded in the past 24 hours bringing Victoria's total to 42.
To help slow the spread of the virus Victoria's Chief Health officer Brett Sutton confirmed that Melbournians and people living in Mitchell Shire were now required to wear a face-mask in public places.

And while not compulsory, people living in Victoria's regions were also encouraged to wear a face-mask in public.
“These are tough measures, but this virus is not selective,” Professor Sutton said.
“It will impact anyone it encounters, and personal contact is the clear source of its transmission. We need everyone to do their part and ensure it is stopped in its tracks.”
